I see Run ./shared-actions/telemetry-impls/ensure-otel-cli-available multiple times in the output of telemetry-setup. https://github.com/rapidsai/rmm/actions/runs/11830540975/job/32964248953?pr=1692

It seems like the tools.tar.gz is being downloaded multiple times in the same workflow. This should probably be simplified to avoid extraneous network requests.
