[GR-60625] JVMCIVersionCheck should complain if executed with outdated JDK major version #10343

Currently, JVMCIVersionCheck does not complain if executed with an outdated major JDK version, e.g., if ran with JDK 24 although only JDK 25 (and JDK 21) is supported.

To solve this, we check whether an unmatched version is older than the newest specified one. We explicitly allow using a newer version.
