Reverts edx/edx-platform#17825
It looks like this is still causing issues when building for sandboxes and production. I think we should revert this until we can be confident that it won't cause issues in the release pipeline.
I think we'll also need to revert https://github.com/edx/configuration/pull/4463 at the same time.
