Clang-format, Go Format check and commit-message hook

This PR:

1. adds the pre-commit hook: clang-format, go-format and commit-message check
2. checks clang-format in the Makefiles under examples
3. check gofmt in pkg/Makefile

Please note that the clang-format is optional, when not present, it will not fail the build or commit.

TODO:

1. enable this in pipeline
2. consider cppcheck.
