Should this PR also update the staging dockerfiles? Or is it just a work in progress while we wait for the other PR to be merged, and at this point we'll reconcile it all? |

create the
base.staging.{debianFlavor}.Dockerfilesto generate the baseImages which will be released in staging directory of MCR.generate runtime images of the same and release them in staging directory of MCR.
