Add key/value storage feature

Description

New feature for Spook: a key/value store.

It allows for storing any value and retrieving it later. Stored items can have a TTL and can thus expire. Additionally, a flag is there to indicate if the item should be stored in a persistent storage, or, in memory only.

To-do:

• More testing
• Condition to test values against stored ones directly
• Add template methods to work with the storage
• Documentation

Motivation and Context

I've made this to restore the need of helpers and storing bigger datasets.
