Use common project constant and Tag Utils

• Move rpdk plugin to individual poms per cfn lint error

Description of changes:
Let's update to use a common for some shared functionality that tend to get out of sync when we change them. In this case, tag utils. This change helps us maintain consistency across the resources for tag handling.
