Complete the representation of the EOVs for IOC-UNESCO GOOS, linking to their specification sheets where applicable.

Argon-39 is missing from CHEBI for the Transient tracers EOV semantics. Requested in the CHEBI tracker ebi-chebi/ChEBI#3786

OBIS community has a need for this and excited for it to be available for the Bio-Eco EOVs in particular.

It's taken some time, but after some very productive meetings at the IOC, we have agreement between GOOS and IODE on the EOV data flow approach which we'll be adding to the appendices of the EOV spec sheets next year.

However, in the meantime, ENVO will be the official source for semantic markup for the EOVs and for technology built on ODIS.

This issue will now go to PR and we'll get the terms in there.
