Changed gpt3 to gpt-4o, Standard sku to GlobalStandard and OpenAI to Azure AI Services.

Standard SKU is not available for ChatGPT-4o in UKSouth. For that reason, I choose GlobalStandard SKU which was available for uksouth, francecentral and swedencentral.

Purpose

Usethe latest GPT models and use Azure AI Services instead of Azure OpenAI (Cognitive Services).
