The rules for both < and <= both say First argument is less than the second.

# * (<)
# First argument is less than the second.
#
# * (<=)
# First argument is less than the second.

I presume this is a mistake, and it should be:

  #   * (<)
  #     First argument is less than the second.
  #
  #   * (<=)
-  #     First argument is less than the second.
+  #     First argument is less than or equal to the second.
