Migrate to Next.js / React with TypeScript.

Motivation

Since Nuxt 3 release, it took two months for the first minor release, and until then, Nuxt 3 was still unstable. I guess Nuxt team does not have engineer resources enough. I gave up using Nuxt.

I have decided to migrate Genshin Dictionary from Nuxt/Vue to Next.js/React.

For now, I don't plan to ask you any work in this migration process.
However, UI translation resource format will be changed and it may affect your UI translation process.

In this migration process, genshin-langdata's JSON format will not be changed.
I'm planning to change genshin-langdata's JSON format (see xicri/genshin-langdata#40 to learn more), but I will do it after this Next/React migration.
