Chris, Tantek, and I discussed this in meeting. These are my notes based on that:
- We need to carefully check that everything related to decisions only counts SG Members.
- We discussed whether these should be like deputy editors or not and the feeling was that "alternate" is correct. I.e., they can stand in for an SG Representative but both are not present at the same time in a decision or meeting. The exceptions to this would be the communication channels such as the shared email address, Slack, and the GitHub team.
Chris and I will also check with our respective organizations to see if there's any further feedback.

Simon did not actually commit the proposed change to the PR. I'm guessing everyone agreed to the PR under the assumption that change is incorporated? It looks okay to me. |

This looks good, but we should make sure to get feedback on "Qualified Voting Party" in https://whatwg.org/sg-agreement#5-definitions first.

Discussing this internally we're a bit concerned this still leaves room for confusion. How about something like:
The Steering Group representative and its corresponding Alternate Steering Group Representative cannot take action on the same subject simultaneously as this would get confusing as to whose voice counts. Only one can communicate on a given subject at any one time.
Other wording might be reasonable too, provided it addresses these two points:
- The initial sentence makes it seem as if you can delegate part of your responsibilities. That seems reasonable, but then "In the absence of the Steering Group Representative" isn't entirely accurate.
- We should not give the impression that it's appropriate for both to take action at the same time. For any particular discussion there should only be one Representative per Member involved. Though it is okay if this Representative changes over (longer stretches of) time, of course.
