Breakout session chairs are not all familiar with note-tacking on IRC. About 10% of them forget to instruct RRSAgent to draft minutes at the end of their session. It's not easy to make RRSAgent detect the end of a meeting and draft minutes on its own. One thing the initialization script could do is to ask Zakim to remind people about drafting minutes near the end of the meeting (or shortly after), see instructions at: https://www.w3.org/2001/12/zakim-irc-bot.html#reminder

Even better would be to remind the meeting chair(s) to use "Zakim, end meeting" as this includes other useful cleanup steps and documents the state of the meeting clearly in the irc channel.
