Issue "this meeting spans midnight" commands when appropriate

We have the event's timezone in the project's metadata. It would be easy to compute a time difference, assess whether there's a risk that a meeting may span midnight (UTC time), and issue the right RRSAgent accordingly to avoid running into issues where minutes are generated for the next day.
