Any reason why bills prior to the 117th Congress don't have data.json? I'm having to rewrite code to use the fdsys_billstatus.xml file in cases where data.json is missing.

It should be there for any bill with a fdsys_billstatus.xml file, so there's probably an error processing earlier bills, probably because of a schema change. If you can find the error message during the parsing step you may be able to track down the issue, or someone else (maybe me) can investigate when time permits. Any information about the commands you are running and the specific bills you are checking would be helpful if it turns out to not be a total scraper failure.
