At the stage of when the partner sets up the project/the partner creates a new project, there must be an ability to adopt Cluster Objective Indicators. The indicators will be akin to activity indicators however. Those indicators will not automatically contribute to the Cluster Objective indicators (no automatic aggregation). The reports will be submitted together with the activity indicators.
