Exclude Reporting Requirements for each report type based on latest progress report.
Query ORM with report type and number and PD ID for reporting requirement
If instance is found, skip if external_id is same otherwise delete this instance and create a new one from API data
If instance is not found, create
Repeat the above steps for each report type

Only do this for active PD
