Modularize Manticore CLI option parsing

This parser setup code is duplicated from Manticore's CLI parsing, including the TODO. I added a note at the top of this function and the one in EVM saying that this should be refactored to reduce duplication (requires changes in Manticore that I don't want to include in this PR).
