Clickable table of content

I'm currently looking for a way to create a clickable table of content, such that when a user clicks on a topic in the TOC the editor automatically scrolls to the corresponding anchor point set in the document. I'm guessing this could be done with some custom delta that gives the offset of its position? This would work similar to the search function in terms of scrolling...
