Feature request: Query parameters to auto fill fields on new token page

You can do this on GitHub's API token page but basically the idea is that you should be able to autofill fields on the new token page.

For example

https://crates.io/settings/tokens/new?scopes=publish-update

Should select the "publish-update" scope.
