What is the bug or the crash?

QGIS is failing to load for users in windows 10 Vmware session. Usually clearing the thinstall folder fixes it but recently this has stopped working.
I have tried repackaging, but the same error keeps on occurring. It looks like this dll is causing the issue, I have tried giving the user local admin permissions and it seems to be loading. Is it possible to prevent the interaction with this file from the package?
I have looked through the package files and reg settings but can't see anything relating to it.

I previously had the problem with version 3.22.4 and was advised to use a supported version. All through the error is not as consistent with the new version it is still occurring

Launch the application as a local non admin user in Thinclient

It may be due to the same issue previously reported at #59436.
Anyway, it seems weird that you are reportedly running QGIS 3.34.13 while the error showed in the event viewer mentions QGIS Desktop 3.22.4.exe
