QgsSetting "/Plugin-Georeferencer/targetsrs" is never written

What is the bug or the crash?

I'm trying to retrieve QgsSetting "/Plugin-Georeferencer/targetsrs" with PyQGIS, but it looks to me as if this value is never written to QGIS3.ini, although the value is read in qgsgeorefmainwindow.cpp.
