latest pip version is still 2.0.0 #1014

Description
I saw in the tags that there is version 3.0, but when I do:
pip install --upgrade jira
I get the following:

Requirement already up-to-date: jira in ./ve/lib/python3.6/site-packages (2.0.0)

To Reproduce

pip install --upgrade jira

Expected behavior
I should be able to upgrade to 3.0
