Disable maximize/minimize button

Super minor enhancement, but disabling the minimize/maximize button (if possible) would be good. Currently, the program can be maximized, but the program itself does not scale to the Window size.

ah yeah, that should be easy to fix! thanks for the feedback! i been a bit too busy to look at n++ community for the last few months, this is due for a map packs checkup and general update. :S
