[TC-THNETDIR-2.2] Test plan missing some steps #468

project-chip/connectedhomeip#35191 added some additional steps to the YAML test, to align with spec changes from https://github.com/CHIP-Specifications/connectedhomeip-spec/pull/10249. These should have also been added to the test plan but this was missed.

There are 6 additional steps added after step10, related to rejecting dataset updates unless the ActiveTimestamp increases (https://github.com/CHIP-Specifications/connectedhomeip-spec/issues/9472).
