python testing: Consider mandating an endpoint for tests that expect one #450

Falling back to a default seems dangerous. I know why it was done, but this seems like a recipe for badness. Suggest enforcing that an --endpoint flag is explicitly supplied for all tests that are run against a single endpoint.

Weill need to run this by folks in the test harness meeting before implementing.
