mx fails with "no primary suite found"

Per the Truffle readme (https://github.com/oracle/graal/blob/master/truffle/README.md), you use mx for a variety of things. All mx commands fail on my system with:

"no primary suite found for < command name >"

I'm on Windows with the latest release.

Bigger problem: there is no documentation anywhere on what a suite is. There is some mention of suites here: https://github.com/graalvm/mx, but it's not enough. What am I missing?
