I am unable to see Meter, unless I Alt-Tab as it is not showing on Tera Screen, have to switch to window on home page to see.

Meter is not supposed to be shown on top of full screen tera. To see it while playing you need to play windowed or windowed full screen mode + have topmost setting active.
