Subscribe panel is missing a text format

Tested on a fresh install, with Subsites enabled.

A subscribe panel is available on a Subsite Overview page.

There are two fields Newsletter subscription form markup and Social section text which have no Text format selected. The only available Text format is WYISWYG.

I assume the Newsletter subscription form markup field is supposed to allow some html, but it doesn't allow this.

I'm not sure what the Social section text is designed for - I wonder if anyone remembers its original purpose ?
