Crossplane POC for Staging Repos / Buckets #1885

To demonstrate how Crossplane may be used to manage k8s infra using Kubernetes itself, a POC with staging repos should be implemented. Staging repos are good candidate because:

  • They involve creation of multiple resource (GCR repo, GCS bucket) that are always created together
  • There are many of them, and projects should be able to self-service via PR flow without understanding exactly how setup occurs
  • They are currently managed via a bash script, which must be modified and run to update the infrastructure

This could be alternative to bash or terraform, ref: #516
