Describe the issue

The following warning appears in the datatracker for RFC 9280:

This RFC was published on the Internet Architecture Board (IAB) stream. This RFC is not endorsed by the IETF and has no formal standing in the IETF standards process.

RFC 9280 does have standing within our broader processes. What the warning really should say:

This RFC was published on the Internet Architecture Board (IAB) stream. It is not an Internet Standard.

Anything out of the editorial stream has its own process, and the IAB itself may need to publish documents that ARE process-related from time to time.
