BLAKE3 hash algorithm support

I would like to propose adding BLAKE3 hash algorithm support to the reclient project.

BLAKE3 is a modern cryptographic hash function that offers significantly faster processing compared to existing hash algorithms. This could contribute to improved build speeds, especially for large-scale projects.

I have reviewed the contribution guidelines and would appreciate your consideration of this feature addition. If there is interest in the implementation, I would be happy to share detailed technical specifications and implementation proposals.
