Unable aggregate cluster role karpenter admin

What problem are you trying to solve?

We wanted to have the possibility to enable aggregate cluster role to admin cluster role. This feature is essential for us because we used those cluster roles for our users in namespaces but we want to block the possibility for our users to create Karpenter resources for example.

The idea is to add a condition in aggregate-clusterrole.yaml and a value in values.yaml!

@allanp35 Do you mind opening a PR with what you are proposing? It's a bit unclear right now what you are asking for without seeing the code.
