Justification:

I have had nearly 10 issues (reported by others, but) to which I am subscribed to mere issue closure and reopening closed, because @Stale does not consider this.

Had it bypassed my subscription preferences, I would have been able to keep those issues open by providing @Stale with the response that it desires (to demonstrate that the issue is not stale).

Are you willing to submit a PR?

No, for I am unable to.
