What happened to maturin new?

Bug Description

Commands maturin new and maturin init don't work but are mentioned in the docs/tutorial:

$ maturin new
error: unrecognized subcommand 'new'

What bindings you're using

Does cargo build work?

If on windows, have you checked that you aren't accidentally using unix path (those with the forward slash /)?

If you are compiling maturin from source, you need to enable the scaffolding feature to use new/init command.

Maturin 1.7.1 installed via pip do not have these commands available. Is there a way to enable them when using pip?
