Many open-access books are missing covers, a few commercially licensed books have bad covers. It should be possible for a librarian to upload a cover for a book.

This is tricky since the circulation manager currently does not manage any S3 buckets, so there's nowhere to put the cover. It might make sense to upload the cover to the metadata wrangler though.
