consider using Dataverse Uploader Action from GitHub Marketplace #28

@atrisovic just created the Dataverse Uploader Action at https://github.com/marketplace/actions/dataverse-uploader-action and I'd like to consider using it for this repo.

Some considerations:

The only file from this repo that currently appears in the dataset is data/2019-02-25.tsv (or whatever date)
Other files in the dataset are JSON, the primary data, from the GitHub API. These are currently archived at https://github.com/pdurbin/open-source-at-harvard-primary-data

I'm definitely open to reorganizing things. I'm also not sure how important it is to keep the primary data in the dataset or archived anywhere.
