Add additional interconnection cost component for Carbon Capture Sequestration

Power plants with carbon capture sequestration (CCS) must interconnect their plants to Co2 storage. This development will be a simple first run at addressing this consideration which assumes the power plant must build a pipeline to the nearest saline formation ($/km).

The CCS interconnection cost will be added in the exact same way as the natural gas pipeline interconnection cost component already in CERF. This will require the following files:

1. A shapefile of saline formations
2. A yaml file with CO2 pipeline costs ($/km)

These components will have to be added in as parameters in the yaml configuration file so that users can point to the appropriate files.
