New release for windows

Hi,
The latest tag doesn't fully support windows (There was a bug fixed in 2551867).
In order to add a windows binary release for Dim, a tag here needs to be released and the Cargo.toml updated in the dim package in the Dim repository.
This is a blocker for Dusk-Labs/dim#424.
After a tag is released I'll send in a PR with a windows release
