The Airlock process currently spins up a Windows 2019 Data Science VM to hold the data for review. This is slow, there's a lot of unnecessary stuff going on in the bootup. If we can use a custom VM image instead, with a faster startup time, this would speed up the review process.

Once we've optimised the startup time for the Windows machines as far as we can, we should try this, in a dev SDE.
