Need to record workspace costs for later use

The Azure cost API only allows access to billing information over the last year. We need to record costs for longer than that, so we can present a full accounting of how the money has been spent, once the project concludes.

This should be automated, and both full and summary data should be kept. Sounds like a job for an Automation Runbook and a MySQL DB?

Acceptance criteria:

• Design proposed & agreed
• Implementation tested
• Documentation written and proofread
