Refresh workspace version metadata with new versions since the workspace was created

This depends on #188 or #189, see below.

When the TRE Admin clicks on the Configuration tab, information is taken from the CosmosDB entry for the workspace to populate the page. However, there may be new services, or new service versions, since the workspace was created, so the UI will have to repeat the process of scanning the templates, and merge the entries, adding any that have appeared in the meantime.

As mentioned in other tickets, this can be staged as a standalone script or a new TRE API (depending on #188), and finally as an element in the UI (depending on #189).
